Citizens State Bank was founded on November 12, 1913, by Dr. Sidney J. Francis. In 1996, the Francis family sold majority ownership to a group led by Dr. Morris Spector. Dr. Spector joined the Board of Directors in 1993 and currently serves as Chairman of the Board. Other board members include Ruben Robledo, David Spector, Rudy Rodriguez, Michael Garland, Bart Hutton, and Neil Patel. Keith Brooks serves as Advisory Director.
